Method

How we ranked these agencies.

Everything starts from public, verifiable data. Strengths are written from each agency’s website; no rating or figure is made up.

Entry criteria

  1. Active, open Google listing with at least 10 reviews. Uclic, the publisher listed first outside the formula, is not subject to this threshold.
  2. Website online, and a Google listing that matches that website.
  3. One entry per agency: listings present in several cities are merged.
  4. Website design, web development or website redesign is stated in the website’s title, H1 or description, and it is the lead offer on the home page. A communication, SEO, online advertising or digital marketing agency listing websites among its services, a freelancer or independent consultant, a monthly website subscription, a freelance network or an agency based outside France does not qualify.

Score formula

Score = (reviews ÷ (reviews + 20)) × rating + (20 ÷ (reviews + 20)) × 4.94. 4.94 is the average rating of the verified pool. An agency rated 5.0 on 12 reviews therefore does not automatically beat one rated 4.9 on 90 reviews.

Limits

  • A Google rating measures client satisfaction, not technical quality or price.
  • Our database comes from a Google Maps collection across 27 large French cities: a very good agency without a Google listing or outside those cities may be missing.
  • Ratings change: the list is re-read at every update and an agency that closes or drops below the threshold leaves the ranking automatically.

From the database to the ranking

  1. 4,648agency listings in our database (Google Maps and Google, 16 services, 27 cities)
  2. 610unique agencies after quality filters (open, validated, website, Google listing, at least 10 reviews) and national deduplication
  3. 307agencies whose website mentions website design, web development or redesign (whole database, not just the website listings)
  4. 273website design, web development or web agency in the website’s title, H1 or description
  5. 224no freelancer, consultant or training body, no monthly website subscription, nothing outside France
  6. 27website design and development as the lead service, consistent Google listing (manual review of the 55 best-ranked agencies)
  7. 27at least 10 Google reviews on 29/10/2026
  8. 10agencies ranked above

Main exclusions

  • 15 agencies leading with another service: digital marketing (7, ranked in our digital marketing comparison), SEO (3), online advertising (3), communication (2)
  • 8 freelancers, consultants or independent designers
  • 2 networks of agencies or freelancers
  • 2 inconsistent Google listings (listing under another company’s or a person’s name)
  • 1 off-topic website (online shop)
  • 17 eligible agencies ranked below 10th place
Checklist

Five questions to ask a web agency before signing.

  1. Who owns the website, domain and hosting?

The domain must be registered in your name, and you must get the access codes and website files. Beware of rental contracts: at the end, the website stays with the agency.

  2. CMS, custom build or web app: which tool for which use?

WordPress or Webflow if your team publishes on its own; custom development for a business tool or an app with user accounts. Ask why the agency recommends that technology for your case.

  3. Who writes the content and handles the SEO migration?

A redesign can lose much of your traffic if old URLs are not redirected. Ask who writes the copy, who builds the redirect plan and who tracks rankings after launch.

  4. Are performance, accessibility and security in the quote?

Ask for verifiable commitments: loading time, Core Web Vitals, target accessibility level (RGAA), updates and backups.

  5. What does the website cost after launch?

Hosting, maintenance, plugin licences, small changes: ask for the yearly cost, not just the build.

What about Uclic?

Our positioning, transparently.

Uclic builds websites and web apps for B2B companies, in the same team as SEO, paid acquisition and automation: a WordPress site when your marketing team must publish on its own, a custom Next.js or Astro site for a fast corporate website, a Next.js and Supabase web app when you need accounts, a database and business logic. If you mainly need a brochure site for a local business or a B2C online shop, several agencies above are a better fit than we are.

Our Google listing shows 5.0/5 from 7 reviews (checked on 29 October 2026), below the 10-review threshold applied to the other agencies.

FAQ

Frequently asked questions

Web agency, freelancer or subscription website platform: which one?

A freelancer is enough for a simple brochure site on a tight budget. An agency brings a team (design, development, content, SEO) and continuity if someone leaves. Monthly subscription websites are cheap upfront, but the site often remains the provider’s property: that is why they are excluded from this ranking.

WordPress website or custom development?

WordPress (or Webflow) suits most brochure and e-commerce sites: your team publishes without a developer. Custom development makes sense for a web app, a customer portal, a business tool connected to your ERP or CRM, or strict performance requirements. Several agencies in this ranking do both.

Do you need a local web agency?

No. Most projects are run over video calls, and the agencies in this ranking work with clients across France. Proximity helps for kick-off workshops and training your team; it does not replace checking past work and reviews.

How is this ranking of web agencies built?

We start from our database of 4,648 agency listings taken from Google Maps. We remove closed, rejected listings and those with no website, no Google listing or fewer than 10 reviews, we merge duplicates (an agency present in several cities counts once), then we check on each agency’s website that web is the service it actually leads with. The remaining agencies are ranked by their Google rating weighted by review count (Bayesian rating). Ratings and reviews were checked on 29 October 2026.

Did agencies pay to appear in this ranking?

No. No agency was contacted or paid, and none can buy its place. An agency that closes its Google listing or drops below the review threshold leaves the list automatically.

Why is Uclic at the top of the list?

Uclic publishes this comparison and lists itself first, and says so clearly. Its position is not computed with the formula: the agencies that follow are ranked solely by their Google rating weighted by review count.
