Method

How we ranked these agencies.

Everything starts from public, verifiable data. Strengths are written from each agency’s website; no rating or figure is made up.

Entry criteria

  1. Active, open Google listing with at least 10 reviews. Uclic, the publisher listed first outside the formula, is not subject to this threshold.
  2. Website online, and a Google listing that matches that website.
  3. One entry per agency: listings present in several cities are merged.
  4. Google Ads or paid search is the service listed first in the website’s title or H1. A web agency listing paid search among five services, an independent consultant or an agency based outside France does not qualify.

Score formula

Score = (reviews ÷ (reviews + 20)) × rating + (20 ÷ (reviews + 20)) × 4.87. 4.87 is the average rating of the verified pool. An agency rated 5.0 on 12 reviews therefore does not automatically beat one rated 4.9 on 90 reviews.

Limits

  • A Google rating measures client satisfaction, not technical quality or price.
  • Our database comes from a Google Maps collection across 27 large French cities: a very good agency without a Google listing or outside those cities may be missing.
  • Ratings change: the list is re-read at every update and an agency that closes or drops below the threshold leaves the ranking automatically.

From the database to the ranking

  1. 4,648agency listings in our database (Google Maps and Google, 16 services, 27 cities)
  2. 610unique agencies after quality filters (open, validated, website, Google listing, at least 10 reviews) and national deduplication
  3. 153agencies listed under an advertising service (Google Ads, Shopping, Bing, Display, YouTube)
  4. 133website online and Google listing consistent with it
  5. 81Google Ads genuinely present on the website
  6. 26Google Ads or paid search in the title or H1, neither freelance nor outside France
  7. 16Google Ads as the main business (manual review)
  8. 15at least 10 Google reviews on 28/10/2026
  9. 10agencies ranked above

Main exclusions

  • 47 agencies that mention Google Ads without leading with it (web, communication agencies)
  • 6 independent consultants or freelancers
  • 2 agencies based outside France
  • 10 generalist or SEO-first agencies, removed at manual review
  • 1 agency below 10 Google reviews at verification
Checklist

Five questions to ask a Google Ads agency before signing.

  1. Fixed fees or a percentage of spend

An agency paid as a percentage of ad spend has no reason to reduce it. Ask for management fees and media budget to be separated.

  2. Is the Google Ads account in your name?

The account, its history and conversions must belong to you. Otherwise you start from scratch the day you switch agency.

  3. How conversions are measured

Tags, offline conversions, lead value or margin: an agency optimising on the wrong conversions spends efficiently… in the wrong direction.

  4. What the agency does with Performance Max

Ask how it controls placements, search terms and the share of budget going to remarketing or brand.

  5. Who manages the account every week

The name, seniority and account load of the person doing the optimisation, not just the one selling.

What about Uclic?

Our positioning, transparently.

Uclic runs Google Ads for B2B companies, in the same team as SEO, outbound and automation: measurement goes all the way to the qualified lead, not just the form. If you are an e-commerce brand looking for a pure Shopping and Performance Max specialist, several agencies above are more specialised than we are.

Our Google listing shows 5.0/5 from 7 reviews (checked on 28 October 2026), below the 10-review threshold applied to the other agencies.

FAQ

Frequently asked questions

Google Ads agency or PPC agency: what is the difference?

None in substance: paid search (SEA in French) means advertising on search engines, and Google Ads is the dominant platform in France. A paid search agency usually also runs Microsoft Advertising (Bing), and often Shopping, YouTube and Performance Max.

Should you pick an e-commerce or a B2B specialist?

Yes, if possible. In e-commerce, campaigns are steered on margin, product feeds and Shopping; in B2B, on lead quality and follow-up to the sale. Several agencies in this ranking state one or the other clearly on their website.

How is this ranking of Google Ads agencies built?

We start from our database of 4,648 agency listings taken from Google Maps. We remove closed, rejected listings and those with no website, no Google listing or fewer than 10 reviews, we merge duplicates (an agency present in several cities counts once), then we check on each agency’s website that Google Ads is the service it actually leads with. The remaining agencies are ranked by their Google rating weighted by review count (Bayesian rating). Ratings and reviews were checked on 28 October 2026.

Did agencies pay to appear in this ranking?

No. No agency was contacted or paid, and none can buy its place. An agency that closes its Google listing or drops below the review threshold leaves the list automatically.

Why is Uclic at the top of the list?

Uclic publishes this comparison and lists itself first, and says so clearly. Its position is not computed with the formula: the agencies that follow are ranked solely by their Google rating weighted by review count.
